2020 State and Local Government Responses to COVID-19

This is Stateside's Daily Report about State and Local Government responses to the evolving COVID-19 situation. For updates throughout the day follow us on Twitter at @StatesideAssoc.

Some of the new developments in today’s report include:

  • Colorado Governor Jared Polis (D) issued an order which directs the Public Utilities Commission (PUC) to work with all public utilities to waive reconnection fees and suspend accrual of late payment fees for all residential and small business consumers. The PUC is also directed to work with energy providers on developing payment assistance programs.

  • Maryland Governor Larry Hogan (R) issued an order allowing local liquor boards to suspend any fees payable by license holders, including the $200 per day charge for license holders who wish to offer outdoor service.

  • Oregon Governor Kate Brown (D) announced that Oregon will be putting all county applications for further reopening on hold for seven days.

Since the global outbreak of Coronavirus:

► Over 185 bills have been introduced in 42 states, Puerto Rico, and the District of Columbia on paid sick leave and worker protections as well as appropriations requests.

► Over 300 executive actions have been issued in 50 states, Puerto Rico, the District of Columbia, Guam, and the Virgin Islands related to declarations of states of emergency, school closures, prohibition of mass gatherings, retail and business closures and restrictions, and stay at home orders. Over 1,200 executive actions have been issued in total.

► Over 20 state task forces have been established by 12 governors.

► Over 25 states and the District of Columbia have issued emergency regulations on a number of issues including but not limited to insurance carriers, labor and wage, and medical licensure.

► 69 legislative chambers have either temporarily adjourned, moved to virtual meetings, or announced an early recess or sine die.
