2020 State and Local Government Responses

to COVID-19

Some of the new developments in today’s report include:

  • California Governor Gavin Newsom (D) announced that all indoor operations of restaurants, wineries, movie theaters, zoos and museums, and cardrooms must close statewide. Bars must close all operations statewide.

  • Louisiana Governor John Bel Edwards (D) announced that: 1.) Louisiana bars will be closed to on-premises consumption and indoor social gatherings shall be limited to 50 individuals; and 2.) most individuals in all 64 Louisiana parishes will be required to wear a mask when going out in public.

  • South Carolina Governor Henry McMaster (R) announced that the sale of alcoholic beverages in all bars and restaurants throughout the state will be prohibited after 11:00 PM every night.

Since the global outbreak of Coronavirus:

► Over 200 bills have been introduced in 43 states, Puerto Rico, and the District of Columbia on paid sick leave and worker protections as well as appropriations requests.

► Over 400 executive actions have been issued in 50 states, Puerto Rico, the District of Columbia, Guam, and the Virgin Islands related to declarations of states of emergency, school closures, prohibition of mass gatherings, retail and business closures and restrictions, and stay at home orders. Over 1,500 executive actions have been issued in total.

► Over 20 state task forces have been established by 12 governors.

► Over 25 states and the District of Columbia have issued emergency regulations on a number of issues including but not limited to insurance carriers, labor and wage, and medical licensure.

► 69 legislative chambers have either temporarily adjourned, moved to virtual meetings, or announced an early recess or sine die.
