Recent Executive Orders:
DISTRICT OF COLUMBIA
Mayor Muriel Bowser (D) Issued an Executive Order that mandates indoor establishments verify that patrons are vaccinated against COVID-19. Staring January 15, 2022, it is required to show proof of at least one dose of vaccination to enter the following indoor establishments:
- Restaurants, bars, and nightclubs.
- Entertainment establishments.
- Exercise and recreational establishments.
- Indoor event and meeting establishments.
Starting February 15, 2022 proof of full vaccination will be required. This requirement does not apply to individuals under the age of 12. This measure is to remain in effect until repealed, amended, or superseded.

State Legislatures Meetings This Week:
MAINE
The Joint Innovation, Development, Economic Advancement, and Business Committee will hold a work session on January 6 regarding Maine LD 913.This measure establishes the Maine Data Collection Protection to prevent the sale of certain data for credit, employment, and housing purposes. It provides a private right of action for consumers. It also requires data collectors to be licensed by the state.

MASSACHUSETTS
The Joint Committee on Revenue will hold a hearing on January 4 regarding Massachusetts SB 1897.This measure would deduct COVID-19 relief money from gross income. This measure would deduct income received from the CARES Act from gross income in determining a company's tax liability.

The Joint Committee on Revenue will hold a hearing on January 4 regarding Massachusetts SB 1886. This measure allows taxpayers who received unemployment compensation during tax years 2020 or 2021 to pay any income taxes due on that unemployment compensation on or before December 31, 2022, without penalties or interest. This measure requires the Department of revenue to establish a hardship tax forgiveness program to waive income tax for taxpayers who received unemployment compensation during tax years 2020 or 2021 and whose household income is at or below 200 percent of the federal poverty level for either tax year 2020 or 2021 and to refund any income taxes withheld from their unemployment benefits. It also requires the department of unemployment assistance and the department of revenue to provide notice of these provisions.
