MASSACHUSETTS
The Joint Revenue Committee will hold a hearing on September 12 regarding SB 1757. This measure exempts electric vehicle chargers from the sales tax. This measure adds to the list of sales exempted from the sales tax the sales of an electric vehicle charging station or individual replacement components of an electric vehicle charging station. This exemption will be repealed beginning January 1, 2030.

The Joint Financial Services Committee will hold a hearing on September 12 regarding the following:
HB 1140: The legislation requires that insurers offer coverage/reimbursement, without deductibles, for services related to medically appropriate evaluation and management services in outpatient settings, including but not limited to office- and hospital-based clinics, as part of a basic benefits package. Deductibles shall be required if the applicable plan is governed by the Federal Internal Revenue Code and would lose its tax-exempt status as a result of the prohibition on deductibles for these services.

HB 948: This measure requires reimbursement by Medicaid and private insurers to community health centers to comply with federal prospective payment system methodology.

The Joint Health Care Financing Committee will hold a hearing on September 12 regarding the following:
SB 802: This measure requires the Commission to hold public hearings based on the report submitted by the Center for Health Information and Analysis comparing the growth in total healthcare expenditures to the healthcare growth benchmark for the previous calendar year. The hearings will examine healthcare providers, provider organizations, and private and public healthcare payer costs, prices, weighted average payer rates, and cost trends, with particular attention to factors that contribute to cost growth within the commonwealth’s healthcare system.

HB 1203: This measure relates to Medicaid rate changes and reviews requiring that the Medicaid rates be equal to or greater than the federal Medicare rates for the same services.

HB 734: This measure updates high-cost hospitals and Health Policy Commission system accountability by requiring the center to perform an analysis of data it receives to identify hospitals whose contribution to spending growth is considered excessive and who threaten the ability of the state to meet the healthcare cost growth benchmark established by the Commission and an analysis to identify hospitals whose relative prices are in the top quartile and whose relative price values within a payer’s network have increased.
