CALIFORNIA
The Los Angeles City Council will meet on November 14 to consider an initiative calling a special election on Tuesday, March 5, 2024, for the purpose of submitting to the voters of the city a certified initiative ordinance regarding a minimum wage for employees working at certain healthcare facilities.

The San Francisco Land Use and Transportation Committee will meet on November 13 to consider an ordinance amending the Existing Building Code to require buildings with 15 or more stories to conduct and submit supplemental inspection reports that will focus on windows and exterior glass surfaces to identify any defective or damaged materials that may cause glass failure.

COLORADO
The Longmont City Council will meet on November 14 to consider the adoption of a resolution approving an intergovernmental agreement between the City of Longmont, and the cities of Boulder, Lafayette, Louisville, and the Town of Erie for regional minimum wage socioeconomic analysis consultant services. In 2019, the Colorado General Assembly repealed previous legislation that prevented local governments from establishing a minimum wage within their own jurisdictions. House Bill 19-1210 also required a local government to consult with its surrounding municipalities and various stakeholders about its own minimum wage proposal. On November 2, 2023, Boulder County Commissioners approved increasing the minimum wage to $15.69 an hour beginning in January and up to $25 an hour by 2030. Boulder County’s minimum wage will only apply to unincorporated areas of the County. Councilman Tim Waters cited the need for a cooperative regional approach relating to the City's deliberation regarding minimum wage.

MASSACHUSETTS
The Joint Labor and Workforce Development Committee will hold a hearing on November 14 regarding HB 3599. This measure intends to implement a 4-day work week in Massachusetts.

MICHIGAN
The Commerce Township Board of Trustees will hold a hearing on November 14 to consider the introduction of an ordinance to amend the Code of Ordinances at Chapter 36 (Telecommunications) and to repeal the article related to cable communications.

NEW HAMPSHIRE
The Health, Human Services and Elderly Affairs Committee will hold a hearing on November 13 regarding HB 580. This measure creates a vision screening program for children and specifies that the program would reimburse optometrists, physicians, physician assistants, and advanced practice registered nurses who provide vision screening services to Medicaid-eligible children aged 0 to 6.

- HB 614: This measure would require the Department of Health and Human Services to develop a health outcomes repository to collect information on the health effects of per- and poly-fluoroalkyl substances in air emissions and drinking water.
- HB 212: This measure appropriates funding to require the Department of Environmental Services to investigate, test, and monitor PFAS in soil, groundwater, surface water, wastewater, air, biota, and other media; conduct scientific investigations to support regulatory standards for PFAS; and develop treatment and remediation methods for PFAS.
The House Commerce and Consumer Affairs Committee will hold an executive session on November 15 regarding the following:
- HB 373: This measure prohibits balance billing for ambulance services for managed care plans. Private and public safety agencies are prohibited from billing patients for fees other than copayments, deductibles, or coinsurance if the service is covered under the patient’s health insurance plan. This measure also requires insurers to directly reimburse ambulance service providers.
