Resilience by Design: Why Cash Still Matters in a Digital Age

As the payments industry accelerates toward digital transformation, a critical piece of infrastructure is often overlooked: cash. Far from being a relic of the past, cash remains a cornerstone of financial resilience, ensuring continuity, trust, and inclusion when digital systems falter. A new white paper, Resilience by Design: The Role of Cash in Enabling Digital Financial Ecosystems, which will soon be published by ATMIA highlights why balanced ecosystems—where digital and cash coexist—are vital to the future of payments.

Cash continues to play a vital role in digital financial ecosystems. It is not an outdated cost but a strategic asset. First, it anchors trust because the tangible nature of cash reassures consumers in a way that digital balances alone cannot. Second, it serves as a fallback mechanism in times of crisis. When power grids fail, networks go down, or cyberattacks disrupt digital systems, cash ensures that transactions can continue and economies can function. Third, cash supports financial inclusion. Millions of people around the world remain outside the digital ecosystem, and for them, cash is the only reliable entry point into financial participation. Finally, cash stabilizes economies during periods of uncertainty, such as recessions or pandemics, when households and businesses increase their cash holdings as a safeguard.
Global case studies provide evidence of the resilience of hybrid systems where cash and digital coexist. In India, demonetization in 2016 pushed digital adoption through the Unified Payments Interface (UPI). Yet, cash rebounded quickly and remains strong today. By 2023, India had achieved what the white paper calls a “hybrid equilibrium,” in which cash and digital each play critical roles in meeting diverse consumer needs. In Sub-Saharan Africa, mobile money platforms such as M-Pesa are often seen as examples of digital transformation, yet they continue to depend on physical liquidity.
The cash-in and cash-out agent networks that underpin mobile wallets remain essential, showing that digital services cannot function effectively without access to cash. Even in Europe, where societies are often portrayed as nearly cashless, the role of cash endures. Sweden, for instance, passed legislation to preserve access to cash after public concern about exclusion and resilience. Similarly, the European Central Bank has reaffirmed the importance of cash as both legal tender and a safeguard for financial inclusion.
The white paper outlines a clear agenda for policymakers, central banks, and industry leaders who are responsible for shaping the future of financial systems. It emphasizes the need to safeguard access to cash by maintaining ATMs, bank branches, and agent networks as essential infrastructure.
It calls for investment in hybrid infrastructure to make cash and digital services interoperable and mutually reinforcing. It also highlights the importance of leveraging innovation through CashTech solutions such as smart ATMs, biometric withdrawals, and agent-assisted services. Finally, it stresses the importance of including cash in resilience planning so that continuity of financial services is ensured during systemic disruptions.
The central message is clear: cash and digital are not adversaries but allies. The most resilient financial ecosystems will be those that embrace both. For ATMIA members, this means recognizing ATMs and cash services not as legacy cost centers but as strategic assets that enable the future of payments.
