Shared Banking Hubs: Collaboration at the Heart of Cash Access

The EEM25 Summit which took place in London from October 14 – 15 opened with a compelling keynote from Tim Allen of Barclays, who offered an unvarnished view of the realities facing major banks as the UK’s high streets evolve toward a less-cash future. His remarks set the tone for a day that combined strategic insight with operational pragmatism—capturing the spirit of an industry balancing innovation with inclusion.

At the centre of this transformation stands Cash Access UK (CAUK), a not-for-profit organisation funded by major high street banks. CAUK ensures that communities across the country can continue to access cash and essential banking services, regardless of where they live or who they bank with. Through shared Banking Hubs and cash deposit facilities, the initiative has already delivered more than 150 hubs nationwide, providing vital financial access in towns and villages where traditional branches have closed.

These hubs are designed to serve all customers equally, offering day-to-day transactions and community banker support from multiple banks on rotating days. As Tim Allen noted, CAUK’s journey has required unprecedented collaboration—aligning systems, standards, and service models across competing institutions. The result is a scalable, cost-efficient network that preserves access to cash while supporting the transition to digital banking.

European Perspectives: Shared Challenges, Diverse Solutions

The UK is not alone in addressing the complex question of how to maintain access to cash in an increasingly digital economy. Across Europe, governments, regulators, and banks are experimenting with models that blend collaboration, innovation, and policy support.

In France, four major banks—BNP Paribas, Société Générale, Crédit Mutuel, and CIC—are deploying a network of neutral, co-branded “Cash Services” ATMs. These shared machines reduce duplication, improve rural coverage, and ensure consistent access where individual branch networks have become unsustainable.

Spain has pursued a complementary model, with CaixaBank extending financial inclusion through mobile branches that travel to nearly 500 small towns, offering basic services such as withdrawals, deposits, and bill payments—even for non-customers. This flexible approach mirrors the UK’s own ambitions to bring cash services to every community, no matter how remote.

Meanwhile, Sweden—often seen as Europe’s most cash-light society—has taken decisive regulatory action to safeguard cash infrastructure. The Riksbank now operates national cash depots and is exploring legislation requiring essential merchants to accept cash payments. These measures ensure that while digital payments expand, physical cash remains both accessible and usable across society.

At a broader level, the European Central Bank continues to highlight the importance of maintaining cash availability and acceptance as a matter of financial stability and consumer choice. Across the continent, the message is clear: inclusion and accessibility must remain at the core of digital transformation.

The Road Ahead

The UK’s Banking Hub network—like France’s shared ATMs, Spain’s mobile branches, and Sweden’s pro-cash framework—demonstrates that collaboration is the cornerstone of sustainable financial access. Each model reflects a shared recognition that while the future of banking is digital, cash still matters—for resilience, inclusion, and consumer confidence.

As Cash Access UK looks ahead, its success offers a blueprint not just for the UK, but for Europe as a whole: shared infrastructure, common standards, and cross-sector cooperation can ensure that communities stay connected to their financial system, even as the way we pay continues to evolve
