ATMIA United States (USA) Industry Defense Fund Value Proposition

To establish a US industry defense fund to be used by ATMIA’s Government Relations Committee (GRC), and other important US-based Committees, to cover the costs of lobbying and monitoring various state and federal authorities regarding any proposed legislation which could adversely affect ATM businesses and the industry as a whole.

Such a fund will be properly registered and audited as part of the ATM Industry Association’s annual audit and will be managed in a transparent way by the Government Relations Committee, and any other US-based Committees making use of the fund, reporting to the Executive board of ATMIA. Meetings of voting committee members may be held as required to determine the scope of additional disbursements.

Contributions will be managed to retain the dollars in the general ATMIA account / Region P&L equal to the budgeted monitoring cost each year. Any excess contributions must be moved to that Regions’ Defense Fund and future disbursements must be approved by the FT and ED of the Region.

In addition, contributors and sponsors of the fund will receive public recognition in ATMIA newsletters, press releases and announcements at annual US conferences as well as on a special webpage on which their logos and links will be showcased. A donormay choose not to have their donation recognized in this way and may, in this case, fill in a confidentiality statement to accompany the donation.


Cash Access in Crises Fund

Rationale for Fund
Aid Agencies are increasingly looking to use cash to empower aid recipients in crises areas. Those organisations want to work with the ATMIA to develop plans for the speedy, convenient and secure distribution of cash in such areas. Resources are required to engage with Aid Agencies and Humanitarian Non-Governmental Organisations (NGO’s), to commence the development of plans for cash distribution in pilot crises areas. The ATMIA has established a Cash Access in Crises Committee to oversee this important work for the Association.

Purpose of Fund
The purpose of this fund is to fund engagement with Aid Agencies and NGO’s, including using a humanitarian advisor who has strong links with both such agencies and NGO’s. This work will involve a substantial time commitment and some travel. These costs cannot be met from the ATMIA’s normal resources. Costs are estimated at $80,000 for the initial 12 month period.

Administration of Fund
The Cash Access in Crises Fund is composed of donations and accrued income.

Contributions will be used solely to fund the work commissioned by the ATMIA’s Cash Access in Crises Committee, aimed at engaging with Aid Agencies and NGO’s to commence the development of plans for cash distribution in pilot crises areas.

Contributors and sponsors of the fund will receive public recognition in ATMIA newsletters, press releases and announcements at annual conferences in Europe.

Disbursement from Fund
The Executive Committee of the Board of Directors of ATMIA broadly approves disbursements from this fund for the strict purpose of furthering the ATMIA's work to support the development of  plans for secure and convenient cash access in disaster areas only in accordance with decisions made by the Cash Access in Crises Committee as documented in its minutes. Specific disbursements for this committee work below $10 000 are subject to the approval and agreement of the ATMIA CEO and the European Executive Director. Disbursements of $10,000 or above need the approval of the Executive Committee of the Board of Directors.


The Research Fund

Rationale for Fund
Recognizing the need for industry research benefiting the ATM industry as a whole and highlighting solutions for improving ways of doing business in the industry, ATMIA has created a Research Fund. This Fund will be called upon when a topic has been voted as “most valuable” by ATMIA Members and promotes ATMIA’s vision for global advancement and proliferation of automated teller machines.

Purpose of Fund
The purpose of this fund is to sponsor worldwide industry research to provide the most up-to-date information and assessment of current trends in the market, to give ATMIA Members a competitive edge to ensure that their strategic thinking is in line with the industry big picture.

Administration of Fund
The Research Fund is composed of donations and accrued income through small percentages of membership fees allocated to the fund.

The Executive Board of the ATMIA may authorize expenditure of part, or all, of this fund for expenses covering commissioned industry research on a majority-vote basis.


ATMIA Education and Development Foundation Fund

Rationale for Fund
Recognizing the need within the international ATM community to provide training and funding assistance primarily to some emerging markets in Africa, Asia and Latin America, ATMIA has authorized the creation of an Education and Development Foundation Fund.

Purpose of Fund
The purpose of this fund is to further support the development of industry-wide customer education and ATM network-building programs in emerging markets and to facilitate trade and business networking between established and emerging ATM markets. The Fund is restricted to use for members of the ATMIA only.

Administration of Fund
The Education and Development Foundation Fund is composed of donations and accrued income through small percentages of membership fees allocated to the fund. The Executive Board of the ATMIA may authorize expenditure of part, or all, of this fund for expenses covering assistance programs for both emerging and established ATM markets. Final approval of all monetary expenditures, following on from broad approval for disbursements from the Executive Board on a majority-vote basis, is to be made by the CEO of ATMIA.


ATMIA Canada Advocacy Fund

To establish an ATMIA Canada Advocacy Fund to be used by the Government Relations Committee of ATMIA Canada (CGRC). The purpose of the fund will be to cover the costs of political advocacy, regulatory monitoring and policy development at all appropriate levels of government.

Such a fund will be properly registered and audited as part of the ATM Industry Association’s annual audit. It will be managed in a transparent way by ATMIA Canada's Government Relations Committee (CGRC), reporting to the Executive Board of ATMIA. Contributions will be managed to retain the dollars in the general ATMIA account / Region P&L equal to the budgeted monitoring cost each year. Any excess contributions must be moved to that Regions’ Defense Fund and future disbursements must be approved by the FT and ED of the Region. 

In addition, contributors and sponsors of the fund will receive public recognition in ATMIA newsletters, press releases and announcements at annual conferences in Canada as well as on a special webpage on which their logos and links will be showcased.


The European Advocacy Fund

Rationale for Fund
Recognising the need to represent the general interests of the ATM industry in Europe, ATMIA Europe has created a European Defence Fund. This Fund will be called upon when individual legal cases involving ATMIA members have clear repercussions for a whole group of members in one national market or across Europe.

Purpose of Fund
The purpose of this fund is to employ legal resources to defend, represent and promote the national market and/or European interests of the ATM industry, for the protection of all its members. The Fund is restricted to use for members of the ATMIA only.

Administration of Fund
The European Defence Fund is composed of donations and accrued income.
Contributions will be managed to retain the dollars in the general ATMIA account / Region P&L equal to the budgeted monitoring cost each year. Any excess contributions must be moved to that Regions’ Defense Fund and future disbursements must be approved by the FT and ED of the Region. The European Board will review any proposed use of this fund and report alternative ways of accomplishing the goals of political or legal action, with the understanding that legal action shall be the last resort.

In addition, contributors and sponsors of the fund will receive public recognition in ATMIA newsletters, press releases and announcements at annual conferences in Europe.
