U.S. Legislative Monitoring Will Continue in 2024 – An Invaluable Asset for all Members

Monitoring of state legislative activity will continue in 2024. Our contract with Stateside Associates has been renewed, thanks to the generous advocacy contributions of our members. This includes all 50 states, Washington, DC, and, occasionally, Puerto Rico.

For those not familiar with the history of our Stateside Associates relationship, it began in late 2012, focused on creating a compliance portal – a repository of ATM related law for all 50 states. Our Current Law portal was launched in early 2013. Concerns over legislative efforts that we were beginning to see at the state level led to further discussions with Stateside. ATMIA launched its first legislative monitoring service in 2014, which covered only eight states that were deemed to be the most active.

After lengthy discussions with U.S Board and GRC leadership, as well as ATMIA staff, it was determined that better insight into state level legislative activity was of critical importance to our industry in the U.S. Although there were initial concerns about covering the costs of such an effort, ATMIA USA launched its first nationwide monitoring program in 2015. So this year is also our 10^th anniversary of 50-state legislative monitoring services for our membership.

Even if you are a small operator with ATMs in a single state, you still need to stay on top of current ATM regulations for that state and new legislation that might be introduced. Login to your ATMIA account, click on Email Preferences in your dashboard, and select your state in the Stateside list. Working a multi-state footprint? Just click all the states you want to watch.

Any ATMs in South Carolina? Did you know they are proposing a $1.50 limit on surcharge fees? At the moment, it is limited to financial institutions, but that could change. And all ATM operators should be free to set surcharge/convenience fees according to their own needs.

Individual organizations might have to pay in excess of $60,000 each to duplicate these regulatory monitoring services. They are free to all ATMIA U.S. members in good standing. But please keep in mind that the content is confidential to ATMIA and copyrighted by Stateside Associates.
