ATM Fee Cap Proposal In Virginia?

ATMIA has been alerted to a potential bill in Virginia that will create an ATM licensing system, as well as a cap on convenience fees. Oddly enough, the fee cap would exclude financial institutions, whose fees are typically higher than that of independents. The proposed language of the bill is very sketchy and includes no background information as to why it is being considered.
