COLORADO

This measure requires the model low energy and carbon code developed by the Energy Code Board must apply to commercial and residential buildings and must include accessibility requirements for EV-capable, EV-ready, and EV supply equipment installed parking spaces that take into consideration design recommendations for accessible electric vehicle charging stations published by the United States Access Board.

The House Business Affairs and Labor Committee will hold a hearing on April 3 regarding SB 81. On and after January 1, 2025, an individual is prohibited from selling, offering for sale, distributing for sale, or distributing for use in the state, including in an internet listing or transaction, outdoor apparel for severe wet conditions product that contains intentionally added PFAS chemicals unless the product is accompanied by a legible and easily discernible disclosure that includes the phrase "made with PFAS chemicals". This provision expires on January 1, 2028.

ILLINOIS
The House Energy and Environment Committee will hold a hearing on April 2 regarding HB 4860. This measure prohibits state agencies and local governments from restricting the use or sale of motor vehicles based on their energy source. It also amends the Illinois Vehicle Code to prevent the Environmental Protection Agency and the Illinois Pollution Control Board from adopting California's motor vehicle emissions standards--established under a waiver from the federal Clean Air Act.
