Some of the new developments in today’s Report include:
- Arkansas Governor Asa Hutchinson (R) has established an Economic Recovery Task Force and appointed its members. The Task Force is charged with, among other things, developing a strategy for recovery and to make recommendations on easing mitigation measures.
- Colorado Governor Jared Polis (D) has directed that workers in critical businesses and critical government functions wear masks or face cloth coverings.
- Connecticut Governor Ned Lamont (D) issued an order which mandates masks or cloth coverings in public where close contact is unavoidable and in taxis, car, livery, ride-sharing or similar services. The order also requires the Commissioner of Economic and Community Development to issue updated versions to the Safe Workplace rules issued pursuant to Executive Order No. 7V, Section 1 and the Safe Stores rules issued pursuant to Executive Order No. 7S, Section 1, which updated versions shall set forth additional requirements for face coverings within those settings. In addition, the presidential primary has been delayed until August 11.
Since the global outbreak of Coronavirus:
► Over 120 bills have been introduced in 40 states, Puerto Rico, and the District of Columbia on paid sick leave and worker protections as well as appropriations requests.
► Over 295 executive actions have been issued in 50 states, Puerto Rico, the District of Columbia, Guam, and the Virgin Islands related to declarations of states of emergency, school closures, prohibition of mass gatherings, retail and business closures and restrictions, and stay at home orders. Over 960 executive actions have been issued in total.
► Over 20 state task forces have been established by 12 governors.
► Over 25 states and the District of Columbia have issued emergency regulations on a number of issues including but not limited to insurance carriers, labor and wage, and medical licensure.
► 69 legislative chambers have either temporarily adjourned, moved to virtual meetings, or announced an early recess or sine die.
