FLORIDA
The House Regulatory Reform & Economic Development Subcommittee will hold a hearing on February 6 regarding HB 757. This measure provides that a person who uses artificial intelligence to create or edit any form of media so that it attributes something false to or leads a reasonable viewer to believe something false about another person is subject to liability if all of the following apply:
(a) The media is published, distributed, or otherwise placed before the public.

The Senate Federal and Senate Affairs Committee will hold a hearing on February 8 regarding SB 375. This measure includes the use of synthetic media to alter the appearance, action, or speech of a candidate or elected official as "corrupt political advertising," thus prohibiting such use.

MARYLAND
The Montgomery County Planning, Housing & Parks Committee will meet on February 5 to consider two zoning measures. The first is Zoning Text Amendment (ZTA) 23-10, Parking, Queuing and Loading – Calculation of Required, co-led with Councilmembers Kristin Mink and Evan Glass, which would encourage the development of housing, including affordable units, near transit corridors and would help the County reach its climate goals by taking cars off the road. The second is ZTA 23-11, Regulatory Approvals – Conditional Use Subdivision Regulation Amendment, which would streamline the Office of Zoning and Administrative Hearing’s (OZAH) processes. The zoning measure aims to facilitate a more streamlined process to start retail and service establishments, home health, family day care, and other home-based businesses.

NEW HAMPSHIRE
The House Commerce and Consumer Affairs Committee will hold an executive session on February 7 regarding HB 1649. Beginning on July 1, 2026, this measure requires manufacturers to submit a notice to the Department of Environmental Services if they intend to sell any products containing perfluoroalkyl and polyfluoroalkyl substances (PFAS). Such notice must include all relevant chemical abstract service numbers as well as their reasoning for including PFAS.

The House Labor, Industrial, and Rehabilitative Services Committee will hold an executive session on February 7 regarding HB 1322. This measure increases the minimum hourly rate and increases the base rate for tipped employees incrementally from $9.50 starting September 1, 2024, to $17.00 on January 1, 2029. The Senate Commerce and Labor Committee will hold a hearing on February 5 regarding SB 735. This measure prohibits a health insurance carrier from (i) denying payment for any health care service covered under an enrollee's health benefit plan based solely on the basis that such enrollee's referral was made by a direct primary care provider or (ii) imposing a cost-sharing requirement greater than the applicable cost-sharing requirement that would apply to the same health care service if the service was referred by a participating provider.

WASHINGTON
The Senate Ways and Means Committee will hold an executive session on February 5 regarding SB 6163. The measure states by July 1, 2027, the Department of Ecology must establish PFAS chemical sampling or testing requirements for biosolids. In developing the sampling or testing requirements, the department must consult with the advisory committee. By July 1, 2028, the department must complete an analysis of the levels of PFAS chemicals in biosolids produced in Washington state and provide a report of the analysis to the appropriate committees of the legislature and members of the public.
