ALASKA
The House Labor and Commerce Committee will hold a hearing on April 17 regarding HB 375. This measure establishes that a state agency or political subdivision may not restrict the use or sale of a motor vehicle based on the energy source used by the motor vehicle. This measure may not be construed to prohibit the regulation of motor vehicle emissions, including greenhouse gas emissions. Energy source means a source, including gasoline, diesel fuel, electricity, hydrogen, solar power, or a combination of sources, used to provide power to a motor vehicle for propulsion purposes or other functions of the motor vehicle.

The House Health and Social Services Committee will hold a hearing on April 18 regarding HB 354. This measure prohibits a restaurant from providing prepared food in polystyrene foam disposable food service ware and requires restaurants to use disposable food service ware that is biodegradable or compostable. This prohibition does not apply to (1) food is prepared or packaged outside the state; (2) polystyrene foam coolers and ice chests intended for reuse; (3) an area affected by a disaster emergency for the duration of the emergency.

CALIFORNIA
The San Francisco Rules Committee will meet on April 15 to consider an ordinance amending the Administrative Code to prohibit the Fire Department from providing or using personal protective equipment containing intentionally added PFAS (perfluoroalkyl and polyfluoroalkyl substances) by June 30, 2026, and requiring the Fire Department to conduct regular meetings with labor representatives and submit regular reports to the Board of Supervisors and Fire Commission, regarding its progress toward meeting the June 30, 2026, deadline.

- SB 1012: This measure legalizes the use of psychedelics for therapeutic purposes.

- SB 966: This measure requires PBMs to apply for and obtain a license from the CA State Board of Pharmacy. The application must include information on interested parties or control over the PBM, a copy of all organizational and governing documents, a description of the PBM's services and facilities/personnel, and a confirmation of compliance in business practice. If any application information changes, PBMs must submit those changes to the board within 30 days of modification.

The Assembly Natural Resources Committee will hold a hearing on April 15 regarding AB 2331. This measure provides a "voluntary carbon offset" does not include renewable energy certificates issued through an accounting system of a governmental regulatory body, such as the state board, or a virtual power purchase agreement, of which a renewable energy certificate corresponds to one unit of electricity generated by eligible renewable energy resources or a low-carbon fuel standard credit.

The Assembly Transportation Committee will hold a hearing on April 15 regarding AB 2697. This measure requires the State Energy Resources Conservation and Development Commission to develop network roaming requirements for electric vehicle chargers and charging station networks by January 1, 2026, applying to the charging network of charging network providers that received an incentive from a state agency or through a charge on ratepayers, as specified.

This measure requires all public schools, including charter schools, that authorized school nurses or trained personnel to administer emergency naloxone hydrochloride or other opioid antagonists to maintain at least two units on campus for use.

The Assembly Jobs, Economic Development, and the Economy will hold a hearing on April 16 regarding AB 2448. This measure would establish, subject to appropriation, an Electric Vehicle Economic Opportunity Zone (EVEOZ) for the County of Riverside, administered by the California Competes Tax Credit Committee, to create programs to make electric vehicle manufacturing jobs and education more accessible to lower-income communities.

The Assembly Privacy and Consumer Protection Committee will hold a hearing on April 16 regarding AB 2013. This measure requires, on or before January 1, 2026, a developer of an artificial intelligence system or service made available to Californians for use, regardless of whether the terms of that use include compensation, to post on the developer’s internet website documentation regarding the data used to train the artificial intelligence system or service.

- SB 942: This measure establishes the California AI Transparency Act which requires a covered provider to create an AI detection tool by which a person can query the covered provider as to the extent to which text, image, video, audio, or multimedia content was created, in whole or in part, by a generative AI system provided by the covered provider that meets certain criteria, including that the AI detection tool is publicly accessible and available via a uniform resource locator (URL) on the covered provider’s internet website and through its mobile application, as applicable.
- SB 892: This measure requires the Department of Technology to develop and adopt regulations to create an artificial intelligence (AI) risk management standard, consistent with specified publications regarding AI risk management, and following the rulemaking provisions of the Administrative Procedure Act.
- SB 896: This measure requires the Government Operations Agency, the Department of Technology, and the Office of Data and Innovation to produce a State of California Benefits and Risk of Generative Artificial Intelligence Report that includes certain items, including an examination of the most significant, potentially beneficial uses for deployment of generative artificial intelligence tools by the state, and would require those entities to update the report.
The Senate Environmental Quality Committee will hold a hearing on April 17 regarding SB 1053. This measure, beginning January 1, 2026, revises the single-use carryout bag exception to include a pre-checkout bag. This measure revises the definition of “recycled paper bag” to require it be made from 100% post-consumer recycled materials, without exception. This measure also requires a reusable grocery bag sold by a store to a customer at the point of sale to meet different requirements, including that it be made from woven textile or washable textile.

COLORADO
The Senate State, Veterans, & Military Affairs Committee will hold a hearing on April 18 regarding HB 1147. This measure creates regulations regarding the use of deepfakes produced using generative artificial intelligence in communication about candidates for elective office. The measure establishes penalties for the distribution of a communication that includes a deepfake related to a candidate for elective office.

- HB 603: The measure states that when an audit or review of pharmacy records is conducted, the following provisions shall apply:
- There is no prohibition against reviewing a claim filed by a pharmacy to determine if the claim is payable or paid correctly.

This measure prohibits a proxy advisory firm from providing proxy vote recommendations or advice to a plan concerning shareholder-sponsored proposals for an enterprise in which the plan has an interest unless the proxy firm commits to basing its voting recommendations on the best economic interest of the plan and the enterprise's shareholders.

MINNESOTA
The House Capital Investment Committee will hold a hearing on April 15 regarding HF 5309. This measure states that on or before January 15, 2025, the commissioner of the Pollution Control Agency must submit a report to the chairs and ranking minority members of the legislative committees with jurisdiction over environment and natural resources finance and policy and capital investment. The report must provide recommendations for strategies the state may use to require manufacturers of per- and polyfluoroalkyl substances (PFAS) to pay the cost of purchasing and installing infrastructure designed to remove PFAS from intake waters at municipal wastewater facilities statewide and the cost of treating and disposing of the PFAS.

TENNESSEE
The Senate Finance, Ways, and Means Committee will hold a hearing on April 15 regarding SB 351. This measure provides that a business that is a part of the hospitality and traveling accommodation industry and installs an electric charger must receive a 5% deduction on the business's total business taxes paid during a calendar year. A retail business that installs an electric charger must receive a 4% deduction on the business's total amount of business taxes paid during a calendar year.
